Three phases of your Ramstein PCS
Think of your PCS in three stages — Before You Arrive, First 30 Days, and Settling In. Each phase has different priorities.
- Request a sponsor from your gaining unit
- Apply for on-base housing (waitlist is long)
- Get international driver's permit (AAA, stateside)
- Notify your bank — get a no-fee international card
- Arrange temporary lodging (Ramstein Inn or TLF)
- Ship your car or research vehicle options
- Schedule TQSA / TLA paperwork in advance
- Report to your unit and begin in-processing
- Visit the Airman and Family Readiness Center (AFRC)
- Get your CAC updated if needed
- Register vehicles and get German SOFA license plates
- Open a Euro account (Deutsche Bank on-base recommended)
- Register children for DoDEA school
- Schedule base newcomers' orientation brief
- Move into permanent housing
- Get German SOFA driver's license (via AAVSM)
- Set up utilities and German postal address
- Explore the local community and nearby towns
- Find a primary care provider on or off-base
- Join base Facebook groups and community resources
- Plan your first weekend trip — you're in Europe!
Financial basics for your PCS
Navigating pay, allowances, and European banking as a newcomer can be confusing. Here are the basics.
Understand TLA & TQSA
Temporary Lodging Allowance (TLA) covers lodging costs during your transition period. TQSA is for the first 60 days while you secure permanent housing. Rates vary — talk to your finance office about eligibility. This is not financial advice; official guidance changes frequently.
Open a Euro account
Deutsche Bank has branches on Ramstein and Landstuhl Regional Medical Center. Opening an on-base Euro account simplifies rent and local payments. Charles Schwab's checking account is also popular for its ATM fee reimbursement worldwide.
BAH and MIHA
BAH is set at the stateside rate for your rank and dependency status. MIHA (Miscellaneous Housing Allowance) may be available for authorized utility expenses. Always verify current rates and eligibility with your finance office — not this guide.
Tax considerations
Your home of record and filing situation can be complex when overseas. Use Military OneSource (free for servicemembers) or contact your base's tax assistance center for guidance. We do not provide tax advice.
